ARTICLE I – NAME
The official name of this organization is Boise Tuesday Musicale. The acronym BTM may be used where the name is used frequently.
ARTICLE II – OBJECTIVES
The objectives of this organization shall be to advance the interest and promote the culture of musical art in Boise, provide awards and financial support for young musicians, aid and encourage musical education, and join with the Idaho and the National Federation of Music Clubs in their goals for the advancement of music.
ARTICLE III – MEMBERSHIP
Section 1. Membership shall be composed of musicians, professional and amateur, students, and other persons directly or indirectly interested in promoting musical arts in Boise.
Section 2. Special Policy Rule at National Convention in 1983: All teachers who enter students in a Federated Club’s Festival must be members of a Federated Club and subscribe to Keynotes magazine.
Section 3. For the purpose of Student Festival participation, member teachers will belong to only one National Federated Music Club at any given time.
ARTICLE IV – DUES
Section 1. Annual dues shall be set by the Executive Board.
Section 2. The prescribed allocation of dues shall be sent to the Idaho State Federation Treasurer for the purpose of paying State and National dues, contributing to state funds for student and young artists’ awards, and for the Founders’ Day assessment and Past Presidents assessment.
Section 3. Dues are payable May 1st for the following year and must be received by October 15 to avoid late fees.
Section 4. New members who join the organization after February 1 shall pay only a half of a year’s dues.
Section 5. Members whose dues are delinquent after October 15 and after due notification by the Treasurer or appointed representative, shall be dropped from membership. Former members may be re-instated by paying current dues.
ARTICLE V – OFFICERS
Section 1. The elected officers of this organization shall be a President, Vice-president, Secretary, Treasurer, and Historian. Responsibilities of the officers are described in the Standing Rules and Procedures.
Section 2. The appointed officers may be President-Elect, Corresponding Secretary, Junior Club Treasurer, and Parliamentarian with board approval.
ARTICLE VI – EXECUTIVE BOARD
Section 1. There shall be an Executive Board which shall consist of the officers of this organization and the Chairmen of the Standing Committees: East, Central, South, West, Instrumental, and Voice Festival Committees, Hospitality, Teachers’ Workshop, Monster Concert, Awards, etc.
Section 2. The Executive Board shall take care of any Interim business of this organization and shall be empowered to make expenditures only within the limits of the budget. The budget must be approved by a quorum of the Executive Board.
Section 3. Eight (8) members shall constitute a quorum of the Executive Board for approval of actions taken. Approval can be conducted by email, or other electronic means if necessary.
Section 4. The Treasurer and President shall prepare a proposed budget at the beginning of the fiscal year of this organization to be approved by the Executive Board.
Section 5. The Executive Board shall direct the Treasurer to submit the books for audit each year and report the results of the audit by the first Fall Executive Board Meeting.
ARTICLE VII – COMMITTEES
The President shall appoint the Chairmen, as needed, for the following committees:
- Standing Committees: Finance, Ways and Means, Hospitality, Program, Website, Membership, Telephone, Music Outreach, Awards, Festival, Directory/Yearbook, and Publicity, etc.
b. Special Committees: Special Celebrations, Nominating, Music Week, Crusade for Strings, Dance, Revision, and any others deemed necessary.
c. Responsibilities of various committees are described in the standing rules and procedures.
ARTICLE VIII – AWARDS
Section 1. The allocation of money raised for Awards each year shall be divided in the following manner:
1. 70% given to competing students
2 5% given to the BSU Award Fund
3. 20% deposited to the Awards Endowment Fund
4. 5% given to the Idaho Federated Music Club Award program
Section 2. A Boise Tuesday Musicale Jr. Festival participant up to age 19 is eligible to audition for Boise Tuesday Musicale Music Awards. See the Standing Rules and Procedures for requirements of awards of $100 or more.
a. The applicant must be a student who is studying with a current member of Boise Tuesday Musicale.
b. The applicant must be a member of Boise Junior Tuesday Musicale with dues paid to BTM Junior Club Treasurer.
c. Categories: piano, organ, strings, symphonic winds, voice, percussion, brass, and composition.
ARTICLE IX – CONTRIBUTIONS
Contributions from the club funds may be made to musical causes. Amounts in excess of Fifty dollars ($50.00) shall be approved by the Executive Board.
ARTICLE X – PARLIAMENTARY AUTHORITY
Parliamentary authority for all business meetings shall be Roberts Rules of Order, Newly Revised.
ARTICLE XI – AMENDMENTS
These bylaws may be amended at any regular meeting of the club by a majority vote, provided the amendment has first been approved by the quorum of the Executive Board and submitted in writing to the membership.
ARTICLE XII BOISE JUNIOR TUESDAY MUSICALE
Section 1. Boise Tuesday Musicale shall sponsor a Junior Club for students up to ages 19 who wish to participate in the NFMC Festival.
Section 2. Boise Tuesday Musicale Junior Club shall have it’s own treasurer and account. Funds from the Junior Club account shall remain separate from the Senior Club account. The Junior Club Treasurer shall be an officer of the Senior Club.
ARTICLE XIII
The Boise Tuesday Musicale shall administer and distribute funds from the Joyce Chaffer Fund.
ARTICLE XIV – NON-PROFIT CLUB
Section 1. This club is organized exclusively for educational purposes within the meaning of Section 501 (c) (3) of the Internal Revenue Code.
Section 2. Notwithstanding any other provision of these articles, the club shall not carry on any other activities not permitted to be carried on by an organization exempt from Federal Income tax under Section 501 (c) (3) of the Internal Revenue code.
Section 3. Upon the winding up and dissolution of this club, after paying or adequately providing for the debts and obligations of the club, the remaining assets shall be distributed to a non-profit fund, foundation or corporation which has established its tax exempt status under Section 501 (c) (3) of the Internal Revenue code.
Section 4. This club is not organized for profit and no part of the net earnings shall inure to the benefit of any member or individual, except as provided under Article IX for awards.
ARTICLE XV – HOLD HARMLESS
No officer or individual member of Boise Tuesday Musicale shall be personally liable for any authorized act or action of Boise Tuesday Musicale.

Boise Tuesday Musicale Music Club Standing Rules, Guidelines, and Procedures August 2016
Section1. Responsibilities of officers
a. The President shall preside at all meetings, appoint all committees, and be an ex-officio member of all committees except the nominating committee.
b. The Vice-President shall assist the President in preparation for duties as President the following year and shall act as coordinator of Junior and Senior Clubs. Do we need a President-Elect?
c. The Secretary shall keep accurate minutes of board meetings.
d. The Treasurer shall be custodian of all the funds of the organization and at every Board meeting submit a report of all financial transactions and a full accounting of funds.
e. The Junior Club Treasurer shall be custodian of all fees received from the registration of Junior Club members and any adults for the purpose of participating in Festival; shall work closely with the Senior Club Treasurer to assure payments for certificates, cups and event fees are paid to State or National appropriately; shall collect student fees and teachers Keynotes fees and contact information to forward to State twice each year, November and May, on the form maintained by the state treasurer.
f. The Historian or representative shall have charge of all properties, shall make an annual inventory of property and its location, and shall file a copy with the President. Shall collect and preserve all material pertaining to the history of Boise Tuesday Musicale and shall maintain an Annual Record Book, containing printed matter and other materials documenting club activities and achievements. (The Historian may send pertinent information and memorabilia to the State Historian if requested.)
g. The Corresponding Secretary shall attend all Board meetings and shall take care of official correspondence.
Section 2. Election of officers
a. All officers shall be elected in May and shall take office June 1, except the Treasurer, who will take office after the audit of the books has taken place.
b. A nominating committee of three, consisting of present or former Executive Board members, shall be appointed by the Executive Board in January of each year. The nominating committee shall report to the Executive Board on or before April 1. Opportunity will be given for nominations from the floor.
c. Candidates for President and Treasurer shall have served at least one year on the Executive Board and must be a member in good standing with current paid dues.
d. The consent of each candidate must be obtained before placing a name before the organization.
e. Voting will be conducted at the May meeting assuring support of the elected officers with installation of the officers following.
Section 3. Vacancies
a. In the event of vacancy in any office except that of President, the President and/or the Executive Board shall appoint a member to fill that office.
b. A vacancy occurring in the office of President shall be filled by the Vice-President or selected by the Executive Board.
Section 4. Meetings
a. The annual business meeting will be held in May. Board members will present yearly reports of the various committees, the Treasurer will report a financial summary, and the President will conduct any final business of the fiscal year. New members will be introduced and begin their tenure.
b. Special business meetings may be called by the President.
c. Meetings shall be held the second Tuesday of each month beginning with the second Tuesday in October and ending with the second Tuesday in May.
d. Additional meetings may be held at the discretion of the Executive Board.
Section 5. Duties of standing committees
a. Finance: The Treasurer and President: Shall prepare a budget to be presented to the Executive Board at the first Fall (or August) meeting of the Board.
b. The Executive Board or special Ways and Means Committee: Shall plan money-raising projects for the club and shall be empowered to select chairmen for these events.
c. Hospitality: shall appoint a refreshment committee for each regular meeting and door hostesses for all club functions. The chairman of the committee or a board member shall be responsible for the silver tea service, the punch bowl, and the tablecloths of the club.
d. Program: shall plan and correlate the year’s program to give to the Yearbook Chairman by a date designated by the Yearbook Chairman. Crusade for Strings and Dance Chairmen may be members of this committee.
e. Awards: shall have charge of the applications for the money awarded by the club and arrange auditions for students.
f. Website: An assigned member of the board shall gather material for the website and email the webmaster in order to keep the website current.
g. Telephone: shall supervise all necessary telephoning when instructed to do so by the club President.
h. Membership: shall be responsible to encourage membership by actively recruiting members of the community, parents of music students, and music professionals. Shall notify other committee chairmen of new members.
i. Music Outreach: shall record the hours provided by club members, and prepare and submit the annual report to National; shall bring music to people in such places as hospitals, retirement homes, and nursing homes through such activities as choral, instrumental, and dance programs.
j. Dance: shall function as liaison between the dance studios and the club.
k. Publicity: shall have charge of all press announcements and shall contact the Program Chairman, the President, and appropriate committee chairmen for all publicity material. This committee shall make arrangements for all newspaper, radio and television announcements and programs of the club.
Section 6. Duties of Special Committees
a. Chairmen are required to attend only those Executive Board meetings in which their committee will have business under discussion or those meetings at which the President requests their attendance.
b. Special committees may be organized for special events.
Section 7. General Procedures
a. The Senior Club Treasurer receives membership dues and pays State & National obligations; oversees awards funds, pays the costs of awards auditions and writes the award checks to the students.
b. The Junior Club Treasurer receives all student including adult participant dues and Festival fees, and submits the fees and costs to the Idaho State Music Club or National Club as required. The Junior Club Treasure pays the costs of Festival adjudication and purchases the cups.
c. The fiscal year begins July 1 and ends on June 30 of the succeeding year.
1. All expenditures and withdrawal of funds must be made by check or debit card.
2. For routine fixed cost budgeted items, such as awards, and for other expenditures that appear as items in the approved budget, the approved budget is deemed as the approval document and the Treasurer shall issue appropriate checks upon request of the responsible chairman; the Treasurer may pay reimbursement upon presentation of a receipt
3. For funds that are simple transfers to IFMC or NFMC, such as membership dues, etc., the transfer of the funds is authorized and approved.
4. For other miscellaneous expenditures greater than $100, prior approval by the Executive Board must be given before expenditures are made.
5. The Treasurer and Presidents names shall be on the bank signature cards and are authorized to sign checks.
6. If necessary, email or other electronic transmission may serve as written approval for an Executive Board quorum vote.
7. The Treasurer is responsible to ensure that all expenditures stay within the approved budget.
8. All financial records shall be kept on a computer using current financial accounting programs and spreadsheets. Virus protection software must be used on any computer where financial records are kept.
9. Financial records shall be backed up regularly with both paper and digital means. A second digital backup of all financial records should be kept at a different site from the location of the computer.
10. Directories, names, addresses, telephone numbers, email address, and other personal information gathered by Boise Tuesday Musicale are to be used only for club business and not to be shared, distributed, or published by others for business, political, or personal use except where required by law.
11. The Standing Rules and Procedures may be amended or changed by a two-thirds majority vote of a quorum of the Executive Board.
Section 8. Budget
a. The Treasurer and the President shall prepare the annual budget using information supplied by the Treasurer for the next fiscal year by the August board meeting which is then presented to the board members for approval.
b. Expenditures that would exceed the approved budget must receive prior approval of the Executive Board.
Section 9. Awards
a. Awards shall be given to outstanding students who are chosen through an annual audition. Applicants must adhere to the rules set forth on the application. Awards are given in amounts of $50 to $600. The judges’ decisions are final.
b. Applicants for awards of $100 or more must have participated in Boise Tuesday Musicale Junior Festivals for at least two years. An exception can be made if the applicant has transferred from a non-local club provided the applicant participated in the BTM Junior Festival the same year as the audition.
c. The total dollar amount of awards given will be determined each year based on the money available through fund raising, contributions, and available funds (after expenses are met) in the Junior Club and Senior Club accounts.
d. Awards may be used for summer music camps, music workshops, master classes, university study, other musical enrichment endeavors, or purchases as agreed upon by the music teacher. Award checks will be made out directly to the winning student and sent by mail to the student’s teacher.
Section 10. Gold Cup Policy
Boise Tuesday Musicale agrees to transfer previously earned gold cup points to other federated music clubs, but all registration fees including gold cup fees will not transfer. Junior members and their teachers will pay the required registration/ membership fees to participate in any Boise Tuesday Musicale Junior Festival. A teacher cannot enter students in BTM Junior Festival and another Federated Festival in the same year.
Section 11. Ceremony for the Installation of Officers:
