ARTICLE I – NAME
The official name of this organization is Boise Tuesday Musicale. The acronym BTM may be used where the name is used frequently.
ARTICLE II – OBJECTIVES
The objectives of this organization shall be to advance the interest and promote the culture of
musical arts in the greater Boise area, provide awards and financial support for young musicians,
aid and encourage musical performance and education, and join with the Idaho Federation of
Music Clubs (IFMC) and the National Federation of Music Clubs (NFMC) in their goals for the
advancement of music.
ARTICLE III – MEMBERSHIP
Section 1. Membership shall be comprised of musicians (professional and amateur),
students, and other persons directly or indirectly interested in promoting musical arts in
the greater Boise area.
Section 2. Special Policy Rule at National Convention in 1983: All teachers who
enter students in a Federated Club’s Festival must be members of a Federated Club
and subscribe to Keynotes magazine.
Section 3. Teachers must have paid the current year’s dues and be active members in
good standing in order to be allowed to enter students in the Boise Tuesday Musicale
NFMC Festival. Active participation entails making a significant contribution to the
club’s operations through volunteering for committee roles, taking initiative on
projects, participating in club events, and recruiting new members.
ARTICLE IV – DUES
Section 1. Membership annual dues shall be set by the Boise Tuesday Musicale General
Board. See the current membership application on the BTM website for dues amount and
payment dates.
Section 2. The prescribed allocation of dues shall be sent to the Idaho State Federation
Treasurer for the purpose of paying state and national dues, contributing to state funds
for student and Young Artists’ awards, for the Founders’ Day assessment, and
Past Presidents assessment. BTM shall adhere to the deadlines for dues and fees that
are set by the Idaho Federation of Music Clubs and National Federation of Music
Clubs.
ARTICLE V – OFFICERS
Section 1. The elected Executive Officers of this organization shall be President, Vice-
president, Secretary, and Treasurer. Responsibilities of the officers are described in the
Standing Rules and Procedures.
Section 2. Additional officers may be appointed with Executive Board approval as
needed.
Section 3. The Executive Board shall direct the Treasurer to submit the books for audit
each year in July after the fiscal year end and report the results of the audit by the first Fall
Executive Board Meeting.
ARTICLE VI – EXECUTIVE BOARD
Section 1. There shall be a General Board which shall consist of the Executive Officers
of this organization and the Chairmen of the Standing Committees.
Section 2. The General Board shall conduct the business of this organization and shall be
empowered to make expenditures only within the limits of the budget. The annual budget
must be approved by a quorum of the General Board.
Section 3. 51% of the General Board shall constitute a quorum of the General Board for
approval of actions taken. Approval can be conducted by email or other electronic means
if necessary.
ARTICLE VII – COMMITTEES
The President shall appoint Chairmen, as needed, for the following committees:
A. Standing Committees: Jr. Club Treasurer, Awards, Directory/Yearbook, Festival,
Fundraising/Monster Concert, Historian, Membership, Outreach, Publicity/Social Media,
Teacher Workshop, Webmaster, etc.
B. Special Committees: As needed
C. Responsibilities of various committees are described in the Standing Rules and
Procedures
ARTICLE VIII – AWARDS AND CONTRIBUTIONS
Section 1. Contributions from the club general funds may be made to musical endeavors.
Amounts in excess of one hundred dollars ($100.00) shall be approved by the General
Board.
Section 2. The allocation of money raised for Awards and Contributions each year shall
be divided in the following manner:
A. 70% given to students through Student Awards auditions.
B. 25% deposited to the BTM Endowment Fund.
C. 5% given to the Idaho Federation of Music Clubs Award program.

ARTICLE IX – PARLIAMENTARY AUTHORITY
Parliamentary authority for all business meetings shall be Roberts Rules of Order, Newly
Revised.
ARTICLE X – AMENDMENTS
Section 1. Proposed amendments to the bylaws shall be submitted in writing to the
General Board and approved by a quorum of the General Board.
Section 2. Amendments approved by the General Board shall be submitted to the
members for approval. Approval by the membership may be done by electronic means.
Section 3. The proposed amendment will be ratified with a simple majority vote of the
membership.
ARTICLE XI – JUNIOR BOISE TUESDAY MUSICALE
Section 1. Boise Tuesday Musicale shall sponsor a Junior Club for students up to age 19
who wish to participate in the NFMC Festival.
Section 2. Boise Tuesday Musicale Junior Club shall have its own Treasurer and bank
accounts. Funds from the Junior Club accounts shall remain separate from the Senior
Club accounts. The Junior Club Treasurer shall be a General Officer of the Senior
Club. Responsibilities of the Junior Club Treasurer are described in the Standing Rules
and Procedures.
ARTICLE XII — JOYCE A. CHAFFER TRUST FUND
Section 1. Boise Tuesday Musicale will make recommendations to the current financial
institution regarding the administration and distribution of funds from the Joyce A.
Chaffer Trust Fund
Section 2. In the event that BTM no longer wishes to make recommendations regarding
the distribution of the Joyce A. Chaffer Trust funds, those responsibilities will be assumed
by the Idaho Federation of Music Clubs or the current managing financial institution.
ARTICLE XIII – NON-PROFIT CLUB
Section 1. This club is organized exclusively for educational purposes within the
meaning of Section 501(c)(3) of the Internal Revenue Code.
Section 2. Notwithstanding any other provision of these articles, the club shall not carry
out any other activities not permitted under Section 501(c)(3) of the Internal Revenue
code.
Section 3. This club is not organized for profit, and no part of the net earnings shall
benefit any member or individual, except as provided under Article VIII for Awards.
Section 4. Upon the dissolution of this club, after paying or adequately providing for its
debts and obligations, the General Board shall distribute the remaining assets to a non-
profit fund, foundation or corporation that promotes music which has established its tax-
exempt status under Section 501(c)(3) of the Internal Revenue code.
ARTICLE XIV – HOLD HARMLESS
No officer or individual member of Boise Tuesday Musicale shall be personally liable for
any authorized act or action of Boise Tuesday Musicale.

Boise Tuesday Musicale Music Club Standing Rules, Guidelines, and Procedures

Section1. Responsibilities of Elected Executive Officers
A. Executive Officers shall regularly attend board meetings.
B. The President shall preside at all meetings, appoint all committees, and be an ex-
officio member of all committees except the nominating committee.
C. The Vice-President shall assist the President.
D. The Secretary shall keep accurate minutes of board meetings, retain minutes, and
submit minutes for historical purposes.
E. The Senior Club Treasurer shall be custodian of all the funds of the organization
and shall submit a report of all financial transactions and a full accounting of funds
at every Board meeting. The Treasurer receives membership dues and pays State
and National obligations. The Treasurer completes all Federal and State tax
reporting requirements.
Section 2. Responsibilities of General Officers/Chairs of Standing Committees
A. General Officers and Committee Chairs shall regularly attend board meetings.
B. Junior Club Treasurer: shall be custodian of all fees received from students
(youth and adults) for the purpose of participating in Festival; receive all
Festival participants’ dues and event fees; submit the applicable fees to the
Idaho Federation of Music Clubs as required; pay all the costs associated with
Festival events; purchase gold cups.
C. Awards Chair: shall have charge of the applications for auditions; arrange
auditions for students; oversee the dispersal of the money awarded by
BTM. (See section 10)
D. Directory/Yearbook Chair: shall gather information to be included in the
yearly BTM directory/yearbook including but not limited to BTM mission
statement, NFMC and IFMC officers, BTM annual events, past presidents and
members’ information; publish and distribute the BTM directory/yearbook.
E. Festival Chairman: shall oversee the Festival Area Chairs in organizing and
carrying out BTM’s annual Festivals. (See section 9)
F. Fundraising/Monster Concert Chair: shall oversee the Monster Concert
Committee in organizing and carrying out BTM’s annual 12-Piano fundraising
concert. Participation in the concert is open to all members of the community.

G. Historian: shall have charge of all properties and make an annual inventory of
property including its location and file a copy of the inventory report with the
President; collect and preserve all material pertaining to the history of Boise
Tuesday Musicale; maintain an Annual Record Book containing printed matter
and other materials documenting club activities and achievements. (The
Historian may send pertinent information and memorabilia to the Idaho
Federation of Music Clubs’s Historian if requested.)
H. Membership Chair: shall be responsible for encouraging membership
by actively recruiting members of the community, parents of music students,
and music professionals; notify other committee chairmen of new members.
I. Outreach Chairman: shall record the hours of service provided by
club members; encourage the bringing of music to people in such places as
hospitals, retirement homes, and assisted living facilities; prepare and submit
the annual report to the National Federation of Music Clubs.
J. Publicity/Social Media Chair: shall have charge of using appropriate media to
communicate and promote events to the members and community.
K. Teacher Workshop Chair: shall organize and carry out workshops authorized
by the General Board.
L. Webmaster: shall oversee all aspects of the BTM website; update existing
pages; create new pages; design forms (registration, membership, etc.);
collect data to distribute to relevant chairs.
Section 3. Duties of Special Committees
A. Special committees may be organized for special events.
B. Special Committee Chairmen are required to attend only those board meetings in
which their committee needs to conduct business or those meetings at which the
President requests their attendance.
Section 4. General Financial Procedures (applies to Senior and Junior Club Treasurers)
A. The fiscal year begins July 1 and ends June 30 of the succeeding year.
B. The Treasurer and President’s names shall be on the bank signature cards and are
authorized to sign checks.
C. All expenditures and withdrawal of funds must be made by check or debit card.
D. The Treasurer shall prepare a proposed annual budget at the beginning of the fiscal
year to be approved first by the President and voted on by the General Board.
E. The approved annual budget is deemed as the approval document for expenditures
in the budget and the Treasurer shall issue appropriate checks upon request of the
responsible chairman; the Treasurer will pay reimbursement upon presentation of a
receipt and completed reimbursement form.
F. The Treasurer is responsible for ensuring that all expenditures stay within the
approved annual budget.
G. Prior approval by the General Board must be given before miscellaneous
expenditures greater than $100 are made. If necessary, email or other electronic
transmission may serve as written approval for the General Board quorum vote.
H. All financial records shall be kept accurately, securely, and backed up regularly.
I. The Treasurer shall submit the books for audit each year and report the results of
the audit by the first board meeting of the new Fiscal Year.
Section 5. General Procedures
A. Directories, names, addresses, telephone numbers, email address, and other
personal information gathered by Boise Tuesday Musicale are to be used only for
club business and not to be shared, distributed, or published by others for business,
political, or personal use except where required by law.
B. The Standing Rules and Procedures may be amended or changed by a two-thirds
majority vote of a quorum of the General Board.
Section 6. Election of Officers
A. A Nominating Committee of three, consisting of present or former Executive
Board members, shall be appointed by the Executive Board in January of each
year. The Nominating Committee shall report nominations to the Executive Board
on or before April 1st. Opportunity will be given for nominations from the floor.
B. The consent of each candidate must be obtained before placing a name before the
organization.
C. Candidates for President and Treasurer shall have served at least one year on the
General Board and must be a member in good standing with current paid dues.
D. Voting will be conducted in May with installation of the officers following.
E. All Executive Officers shall take office June 1, except the Treasurer, who will take
office after the audit of the books.
Section 7. Vacancies
A. In the event of vacancy in any office except that of President, the President shall
appoint and seek approval from the General board for a member to fill that office.
B. A vacancy occurring in the office of President shall be filled by the Vice-President
or a member selected by the Executive Board.
Section 8. Meetings
A. Board meetings shall be held monthly as needed.
B. Additional meetings may be held at the discretion of the President and/or the
Executive Board
Section 9. Festival
A. Teachers must be paid current members of Boise Tuesday Musicale
B. Youth students up to age 19 (must be under 19 years of age on the date of the
Festival event) participating in the Boise Tuesday Musicale NFMC Festival must
be members of the Boise Tuesday Musicale Junior Club and pay Youth Junior
Club dues.
C. Adult students 19 and older (on the date of the Festival event) participating in the
Boise Tuesday Musicale NFMC Festival must be members of the Boise Tuesday
Musicale Junior Club and pay Adult Junior Club dues.
D. Teachers may only register their own students to play in any BTM Festival.
E. Festival event fees and student (youth and adult) dues will be set by the General
Board. See the current BTM directory/yearbook for student dues and Festival fees,
dates, and locations.
F. All required membership dues and event fees must be paid in order to participate
in any BTM Festival. BTM shall adhere to the deadlines for dues and fees that are
set by the Idaho Federation of Music Clubs.
G. See current NFMC Bulletin for rules and Gold Cup Awards plan.
H. A teacher cannot enter the same student in a BTM Festival and another Federated
Festival in the same year.
I. BTM agrees to transfer previously earned gold cup points to other Federated
Music Clubs, but all registration fees including gold cup fees will not transfer.
Section 10. Student Awards
A. A Boise Tuesday Musicale Festival participant up to age 19 who was adjudicated
live in either the Fall or Spring Boise Tuesday Musicale NFMC Festival and
received a superior rating in a Solo (E1 or above) or Concerto event on the same
instrument as auditioning for a student award, is eligible to audition for Boise
Tuesday Musicale Music Awards.
B. A teacher must not be a member of any other National Federated Music Clubs in
order for their students to be eligible to audition for Boise Tuesday Musicale
Music Awards.
C. Student awards shall be given to outstanding students who are chosen through an
annual audition. Applicants must adhere to the rules set forth on the application.
BTM’s General Board will annually determine the amounts of the Student Awards
to be given out based on the funds available. The judges’ decisions are final.
D. Applicants for Student Awards of $100 or more must have participated in Boise
Tuesday Musicale Festivals for at least two years. An exception can be made if the
applicant has transferred from a non-local club provided the applicant participated
in the BTM Festival the same year as the audition.
E. The total dollar amount of Student Awards given will be determined each year
based on the money available through fund raising, contributions, and available
funds (after expenses are met) in the Junior Club and Senior Club accounts.
F. Student Awards may be used at the discretion of the award winner and their legal
guardian. Award checks will be made out directly to the winning student and
distributed as stated on the Award application.
G. Student award winners are required to participate in the succeeding Monster
Concert or a fundraiser event of their choice donating $50 or more to BTM.
Section 11. Joyce A. Chaffer Trust Fund Scholarship Awards
A. The Joyce A. Chaffer Trust Fund scholarship awards are provided from interest
earned from the Joyce A. Chaffer Trust Fund.
B. Boise Tuesday Musicale works as a liaison between Wells Fargo, the
administrator of the Joyce A. Chaffer Trust Fund and the heads of the piano
departments at Idaho Universities.
C. The scholarships are competitive and are awarded to music majors attending
Idaho universities whose main instrument is piano, harpsichord, or organ.
Additional funds are available for Idaho students attending out-of-state
universities.
D. The applicants must meet the eligibility requirements listed in the Joyce A. Trust
Fund.
Section 12. Amendments or Changes
The Standing Rules and Procedures may be amended or changed by a majority vote of a quorum
of the General Board.
Section 13. Ceremony for the Installation of Officers:

music.
When you become a member of a music club, you agree to add your time and talents to those
of other members, realizing that only by cooperation and service can we hope to achieve
these worthy goals.
